BRUSSELS — Packaging manufacturers, converters and importers supplying the European Union are preparing for a major regulatory milestone as the Packaging and Packaging Waste Regulation (PPWR) begins general application on 12 August 2026.
The regulation introduces comprehensive requirements covering packaging design, recyclability, recycled content, technical documentation and producer responsibility, making compliance a strategic priority for companies serving the European packaging market.
New Rules Cover All Packaging Entering the EU
The Packaging and Packaging Waste Regulation (EU) 2025/40, which entered into force in February 2025, applies to virtually all packaging placed on the EU market.
Its long-term objective is to ensure all packaging becomes recyclable in an economically viable way by 2030, while supporting the European Union’s goal of achieving climate neutrality by 2050.
The regulation also promotes:
- Reduced use of virgin raw materials
- Increased recycled plastic content
- Greater packaging reuse
- Improved circular economy performance
New Restrictions Affect Packaging Design
The regulation introduces restrictions on several packaging formats, including certain single-use plastic packaging such as condiment sachets and individual portion packs.
It also establishes limits on per- and polyfluoroalkyl substances (PFAS) in food-contact packaging where concentrations exceed specified thresholds.
These measures are expected to accelerate investment in recyclable fibre-based materials, alternative barrier technologies and redesigned packaging formats.
Production Performance Becomes Critical
Industry experts say compliance will depend not only on selecting sustainable materials but also on ensuring they perform efficiently in commercial manufacturing.
Lachlan Buirds, Managing Director of Edale, said packaging materials must be validated under real production conditions rather than laboratory testing alone.
According to Buirds, converters will increasingly need flexible production systems capable of handling new substrates, shorter production runs and changing customer requirements without sacrificing productivity or print quality.
New Responsibilities Across the Supply Chain
The PPWR introduces broader responsibilities throughout the packaging value chain.
Under the regulation:
- Manufacturers must conduct conformity assessments.
- Technical documentation must be retained for at least five years, or ten years for reusable packaging.
- Companies must issue an EU Declaration of Conformity.
- Importers are responsible for verifying compliance.
- Suppliers must provide supporting technical information and documentation.
The regulation also expands producer responsibility by making producers accountable for packaging throughout its entire lifecycle, including waste management.
UK Packaging Sector Faces Additional Pressure
The implementation of PPWR comes as questions continue over packaging sustainability outside the EU.
According to a recent Freedom of Information request cited by UK packaging manufacturer BagKraft, a large proportion of UK packaging producers continue supplying packaging classified as non-recyclable or difficult to recycle under Defra’s sustainability rating framework.
The findings suggest many businesses may face additional investment requirements as international customers increasingly demand packaging that complies with the EU’s stricter recyclability standards.
Packaging Industry Enters New Regulatory Era
With the PPWR replacing the previous Packaging Waste Directive, packaging companies serving European markets are entering one of the most significant regulatory transitions in recent years.
Industry observers expect the regulation to accelerate investment in recyclable packaging materials, digital compliance systems and production technologies capable of delivering sustainable packaging solutions at commercial scale while meeting increasingly demanding regulatory requirements.
