Mexico anti-dumping duties Chinese paperboard

MEXICO CITY — Mexico’s Ministry of Economy has issued its final affirmative anti-dumping determination on certain paperboard imports from China, imposing definitive anti-dumping duties on multiple Chinese producers after an investigation lasting nearly 18 months.

The ruling concludes a trade remedy investigation launched on February 13, 2025, following a preliminary determination issued in October 2025.

Differentiated Anti-Dumping Duties Announced

Under the final decision, anti-dumping duties vary by producer.

The duty rates include:

  • Jiangsu Bohui Paper Industry Co., Ltd. – US$0.2837/kg
  • Shandong Bohui Paper Industry Co., Ltd. – US$0.3909/kg
  • Guangxi Jingui Pulp & Paper Co., Ltd. – US$0.4388/kg
  • Ningbo Asia Pulp & Paper Co., Ltd. – US$0.4854/kg
  • All other Chinese producers and exporters – US$0.4854/kg

Jiangsu Bohui received the lowest anti-dumping duty among the companies covered by the investigation.

Trade Measure Follows Lengthy Investigation

Mexico initiated the investigation in February 2025 after receiving allegations that Chinese paperboard products were being exported at dumped prices that harmed the domestic industry.

Following the preliminary ruling in October 2025, the Ministry of Economy completed its review and confirmed the imposition of final anti-dumping measures.

The decision brings one of Mexico’s major paper industry trade investigations to a close.

Bohui Paper Expands Overseas Business

Founded in 1994, Bohui Paper is one of China’s leading producers of ivory board, cultural paper, containerboard and gypsum linerboard. The company has been controlled by APP (China), part of the Sinar Mas Group, since 2020.

According to its 2025 annual results, Bohui Paper reported:

  • Revenue: RMB 19.158 billion (+1.20% year on year)
  • Net profit attributable to shareholders: RMB 155 million (-11.56%)
  • Overseas revenue: RMB 4.027 billion (+36.14%), accounting for 21.02% of total revenue

The figures highlight the company’s increasing reliance on international markets despite softer profitability.

Industry Awaits Company Response

As of publication, Bohui Paper had not publicly commented on Mexico’s final anti-dumping determination.

The new duties are expected to affect the competitiveness of Chinese paperboard exports to Mexico and may influence future trade flows between the two countries’ paper industries.
